Results are ordered by how your text matches a title — exact title first, then titles starting with it, then titles containing it as a word, then a related form of your word, then matches in supporting context. Every result says which of those it was. That is a text-matching rule, not a judgement of civic importance.

Datasets

Documents
Primary source captures, by title, date, and document type. Narrowing the scope to Documents searches the full text of every capture, not only these fields.
Records
Individual rows inside those datasets, by title, subtitle, topic, and date.

Word endings are matched loosely: budget also finds budgets, and vote also finds voted and voting. Those results rank below the ones that match what you typed, and each says which it was.

Not searched here: private research files, unpublished editorial notes, and any dataset column the publication review has not cleared for display. Searching a term here returning nothing does not mean the record does not exist — it may mean it is not published.
