How the record here is made.

The Mooresville Civic Atlas assembles what the Town of Mooresville has already published about itself — agendas, minutes, budgets, filings and dockets — and puts it where a resident can read it. It reports what those records establish, and says plainly where they stop.

Where the record comes from

Everything here rests on primary records — documents issued by the body that took the action, rather than an account of it. In practice that means Board of Commissioners agendas and minutes, the adopted budget book, state campaign-finance filings, federal and county court dockets, the procurement portal, and the town's own releases. Where a claim rests on a news report rather than a record, it is labelled as such.

Nothing is paraphrased into a stronger claim than its source makes. Adopted actions are distinguished from proposals, allegations from findings, and totals from bounded datasets. Allegations in active litigation are unadjudicated and attributed to the party making them. Campaign contributions are shown as filed and are not evidence of influence.

How the evidence is graded

Findings carry an evidence tier: this project's label for how directly a claim rests on a primary or secondary source. It grades the evidence behind a statement, never anyone's conduct — a finding tiered alleged is a statement about what the record shows, not a judgement about a person.

Methodology carries the full vocabulary, the coverage of every dataset, and the contradiction log — every place two records disagree, with both versions kept rather than one quietly chosen.

What this site does not claim

It is not a complete municipal archive. Each dataset is a bounded collection of the records that were retrieved, and its coverage says so.
An unpublished dataset is marked unpublished. That is a fact about what you can download today, not a claim that the underlying records do not exist.
Where the record is silent, the silence is recorded as silence — never as a finding that nothing happened.
No navigation label, status word, or piece of copy on this site has been tested with a reader outside the project.

Corrections

If something here is wrong, the useful thing to send is the record that shows it: the page, the meeting date, the case number, or the filing. A correction is made against the source and dated, and where a correction changes a published finding, the earlier version stays visible rather than being replaced silently.

No correction channel is published yet. There is currently no address on this page to send one to. That is a gap in this site, stated here rather than papered over with a form that goes nowhere.
